Taylor W. Strickling

Taylor W. Strickling is the firm’s primary tax litigator. He is the lead attorney in an ongoing constitutional challenge to the territorial excise tax in the Virgin Islands (see, e.g., Reefco Services, Inc. v. Government of the Virgin Islands, 2018 US Dist. LEXIS 199507 (D.VI November 26, 2018)) and represents more than a dozen Virgin Islanders  challenging adverse IRS residency determinations before the US Tax Court. Taylor counsels clients on all aspects of tax planning and controversy, particularly in territorial tax law (including gross receipts tax, property tax, excise tax, and customs duties), federal residency rules, and international transportation. He also assists clients with applications to economic development programs.

Taylor holds a B.S. from the Massachusetts Institute of Technology and a J.D. from Georgetown University Law Center.

Taylor was the inaugural Chair of the Department of Law at the American University of Afghanistan and clerked for the Hon. Kathleen Y. Mackay of the Superior Court of the Virgin Islands. He joined Marjorie Rawls Roberts, P.C. in 2016.

Taylor is licensed to practice law in the US Virgin Islands, Virginia, and New York. He is also a member of the bars of the US Tax Court, the US District Court of the Virgin Islands, the US Court of Appeals for the Third Circuit, and the US District Court for the District of Puerto Rico.
